Bylaws: Proposed Revision

                                     IBR Logo

 Institute for Biblical Research, Inc

 October 2, 2008

 Dear Colleagues:

For the last several months the Members of the Board of the IBR have considered a very
important proposal that will be shared below by our secretary of the Board, Lynn Cohick.
The essence of the proposal is that it allows the program committee the freedom to invite
competent persons who are not members of the IBR to participate in our meetings.  This
issue was discussed a number of years ago and the IBR was pretty evenly split on the matter.

Members of the Board believe that it is now time to bring this matter up again for your
consideration.   As we know, for years now the ETS has invited many persons who were
not members of the ETS to participate and interact with the ETS members.  The proposal
recognizes the value of our members having the opportunity to interact with those who do
not share our perspectives and also to learn from them areas of biblical inquiry that we
may not have considered adequately.  For this reason we share the following proposal
that involves a ByLaws change and request your careful consideration.  This measure
will be voted on during our business session at the beginning of our Saturday morning
meeting in Boston.  Thank you for considering this proposal.

 Lee M. McDonald,

 President

 Proposal:

 Lynn H. Cohick,

 Secretary

 Current Reading of the Bylaw

 Article V

 7. Program Secretary. The Program Secretary shall chair a program committee of the
Board of Directors that will suggest topics and participants for the program of the annual
meeting of the members, and shall perform such other duties as the Board of Directors
may require from time to time; provided, however, program participants must be either
members of the Corporation or other evangelicals who subscribe to the Christian
confessional affirmations of the Corporation set forth in the Articles of Incorporation
.
The Program Secretary may select any number of Fellows, who shall represent Old
Testament and New Testament disciplines, to serve on the program committee.
